Loggers Bock Pion to Hike School Funds Italy Offers 4Point Plan for Arms Cut BUENOS AIRES, Argentina (AP)Combat-ready troops carried out the first stages of a plan to overthrow defiant President Arturo Frondizi today, but stopped just short of an outright coup. Military units occupied government house in Santa Rosa, capital of La Pampa Province. Other units in battle dress rushed to guard positions at communications and other nerve centers in Buenos Aires and Key provincial cities. Troops at government house, who yesterday changed from GENEVA (AP) Foreign Minister Antonio Segni of Italy today put forward a four-point program for partial disarmament beginning with an agreement prohibiting the use of outer space for military purposes.

The 17-nation disarmament conference also received a memorandum from Polish Foreign Minister Adam Rapacki outlining his five-year-old proposal for a nuclear-free zone through the heartland of Europe. He called for a limitation of armaments as well as a ban on nuclear weapons in West and East Germany, Poland and Czechoslovakia. Military sources said the combined armed forces at a predawn session decided to put into action plans for the forceful ouster of the embattled president after he again rejected their demands that he quit. Plan Detailed The Italian's four-point program called for: 1.

An agreement to prohibit the use of outer space for military purposes. 2. An early cutoff of nuclear weapon production, leading to the gradual destruction of stockpiles, and the creation of a uranium bank for peaceful uses. 3. Action to guard against accidental war or surprise attack.

4. Adoption of measures to break down "the wall of misunderstanding that separates" East and West and thus restore a psychological climate of trust. A change that its proponents believe could cash "hundreds of thousands of dollars" more for county school funds was advocated today by the 24th Intermountain Logging Conference. Among resolutions scheduled to be adopted at the close of the annual timber industry conclave here this afternoon was one opposing the present basis for computing the amount allocated to counties for school support from national forest timber sales. Federal law provides that Counties receive 25 per cent of national forest receipts.

To. day's resolution urges that this 25 per cent be computed on the gross receipts rather than the net receipts. William Dratz of Poison, former member of the conference resolutions committee who said he has studied this situation for years, explained that the net-receipts basis allocates the 25 per cent after costs of road building and stand improvement have been deducted. Under today's proposal, the counties would get their money before these deductions are made by the Forest Service. "As it is now, the Forest Service has a way here of getting appropriations without having to go to Congress for them," Dratz said.

"In counties in Montana and Idaho that are heavily owned by the public, the residents are sup. porting the schools almost entirely. This change could mean quite an improvement in the tax situation of western counties." Senator Henry Dworshak, R. Idaho, introduced a bill similar to today's resolution laid year, but it died in commit, tee, Dratz said. The conference also was scheduled to adopt a resolution opposing "in principle" current legislative redistricting proposalsit did not specifically mention Initiative 211 proposed by the Washington League of Women Voters and urging instead redistricting measures that would be based on population but which would leave each county with at least one member in the House of Representatives.

More than 1,500 children die) annually in the United States from accidentally taking poison- ous materials. For every death of this type, the doctor said, 100 to 150 non-fatal poisonings occur. "A contributing factor to accidental overdoses of potent medications is the transfer of pills and drugs from original containers to handy household and purse-size containers more easily accessable to the children," Dr.

Traynor said. "Flavored aspirin for babies frequently is the cause of accidental poisoning because many parents consider it harmless and leave it within reach of their children." He said the similarity of, pills to candy points up the importance of keeping all medicines and toxic agents out of reach of children, preferably locked in cupboards or drawers. Dr. Trayner said Spokane is Fortunate in having a Poison Information Center, located in the Deaconess flosptial Emergency Room, where both treatment and information are dispensed. City Health Department nurses work in conjunction with the Poison Information Center, making lime visits to families wherever this type of follow-up is needed.

The nurses also are alert to point out potential poison hazards when making routine home visits.
