The proportion of applicants to positions Is snout 15 to one. Itestileo the regular position there are the classified poetoilices, which furnish employment to 18,000 men.

They are those offices that employ over 50 hands, and in them the employes come under the rules of the civil service law. "There is considerable looseness in the way the civil service is employed in the large politoffices," said Supervisor C. L. Snyder yesterday, "but lu the departments at NN ashington the law is followed atomlutely. I think we have the most perfect system possible.

Successful applicants are first appointed for ma months on probation, and if they give satisfaction they retain their places indefinitely. The law first went into effect during Arthur's administration, in 1883, and it has been followed closely ever since. "Secretary Tracy of the navy department has followed the same polio although that department is not included in the law." Several thousand papers are flied every year, so that unless a very high per cont. Is attained a man's chances of ever hearing from the authorities are very small indeed. LAGER BEER.

Stockwell's Mystic incg of the Mellow Bones. A Hangman creek rancher rushed wildly Into the ollice.of the chief of pollee yesterday and toll a disconnected story about having discovered skeleton on the bank of the creek while excavating' for an abut-went. Chief Mertz and Coroner Eakin drove the scene and brought batik a full human skeleton. It was gompletely disarticulated and of great age. Judge Stockwell, the antiquarien of the force, is of the opinion that it Is the skeleton of an ludian chief who died lit 1683, and 'was buried, as tiearly as can be teamed by refer-once to the archives ot the Spokane tribe, very near where the gliestly relic was found.

"I have studied the formation of this man's skull very carefully," the Judge observed It evening, "and being, Intl an way, a phrenologist, I tun satisfied that it Is the head of a Ruin whose character corresponds accurately with that of the old chief Shull, who died over 300 years aim. All of the Indian histories I have read located his grave very accurately, but some of the lenntilarks have since been de-strayed. The little creek that flows into the river below the Lille is referred to, and I am only sorry that the democrats Of that day hadn't Mid surveys made so that I could tell the tocatiou of the place While the the life and character of the old chief were being discuesed Phil (lough, better known as Munellausen Phil, told a story of his early career in southeru Arkansas. "I remember we had a neighbor who was attempting to till a grave yard," he said, eoletnnly. "Ile dug a foundation tor his house, bored a well and put in a silo, and discovered while he was making these excavations that the dead persons bed all petrified in their eollitis.

"But he was a thrlIty nian, and IL wasn't slat months before he had built himself a this stone mansion, and was run ning a factory that turned out marble-topped bureaus at the rate of 90 a day. Ile was doing a rushing business until a peculiar incident happened. ''One day another friend happened to dimeover that his great-grandfather was being used a a corne stone for this fellow's minden. Of course a great howl went up, and the grave robber was indicted under the statutes in such cases made and provided, forfeited his bond, and tied to Alaska. Winslow's Soothinl Syrof Soothial Syrat Great Northern Tracks Within. Twenty Miles of Rock Island. The work of the tracklaying gang of the Great in building the road weetward from Spokane has been even more rapid than when the road was being built to the city. The western terminus is now about 15 miles east of Rock Island. The Sun of that town has this to say of the work: The Great Northern tracklayers roadbed Proctor's out early la the week, and had arrived at the first bridge, in Salmon coulee, Wednesday.

They are now less than 20 miles from Rock Island, and pushing forward as rapidly as pousible. As anticipated, the progress of the work up the columuta to this point Is slow on account of the bridges, but they are all nearly finished and the workmen out of the way of the tracklayers, and the road will undoubtedly be completed to Rock Island within 15 days. The contractors are now putting the finishing toucipis on the grade through town, which will be in readiness for the trace fts far up as the transfer by the time of the arrival of the tracklaying crew. The cuts and fills along this part of theread are being pushed ad rap. idly as possible day and night with that object in view.

A contract has been let for piles from Colockem creek for the bridge over the draw west of the Rock 1st-mid depot grounds. They will be transferred on the cable ferry. Officials of the road state that the golden spike will be driven in about 00 days, signalizing the completion of the greatest tranweentinental way on the continent. A double force has been put on at the cut in Bunt work south of town, and both day and night shifts are at work. A carload of car wheels arrived Sunday for the pontoons at the Columbia river transfer.

In regard to the progrees made in tracklaying the 'Weuatchee Graphic) says: The track at this time is within 80 miles of Wenatchee, the unprecedented work of laying Live milem a day having been aceotnpliehed last week. From now on the trackleyers will make slower tittle, as they will be detained by bridges not yet completed. The probabilities are that the end of the line will reach the place of transfer on the Columbia by the th of October. That will place It within four miles of Wenatchee. Here au-other delay will occur and it will be near the middle of the month before the first engine pulls into the city.

The etory that trains will not cross the river is untrue, as not only an engine, but a full traln of cars will be sent itcross the first thing, and miter that cars loaded with material will be constantly transferred. All the material necessary to conatruct 80 miles of track, and the engine and cars necessary to take it to the front, must be brought over. A GOLD WATCH William Fay Is again at liberty. ne was doclared not guilty of the charge of murder by a jury of ,12 of his peers in the superior court, and with this verdict the murder case which has occupied the attention of Judge Moore's court for the past Sour days came to an end. An tin. Usual degree of Interest has been shown lu this case by all classes of citizens, and through the trial the courtroom has been crowded with speetators. From the start the prisoner seemed to have the sytn.

pmtsy of those prement, for many of them were Fay'. friends. The general opinion of those familiar with the particulars of the killing that Fay did telly what almost any other man would have done under ihini1nr circumstances; and as a result It was hoped that the jury weuld bring in a verdict of acquittal. The court opened at 030 as in. as usual, and as there were several matters of minor importance to be disposed of the murder trial was not resumed until some time later.

When the court bud liniebed the other business the argument was resumed. Attorney Dawson, lu ills appeal to the jury in behalf of the prisoner, pointed out many weaknesses lu the prosecution's eitle of the cite. At times is speech was truly eloquent, and no attorney ever made a more conscientious effort in behalf ki of a client thatt he. Ills argument IS was logical and connected through. Beginning at the first of the trouble, be presented to his hearers the several causes of the ultimate ends and cited numerous slimier cases In which the defendants had been justified its their mittens.

In closing the argumeut for the state, Prosecuting Attorney Alien endeavored to break down the defense of the accused in many ways. Ile scouted the idea of self.defeuse In tido case, and asserted that In-Plead of being Justifiable homicide It was nothing he than cold-blooded murder. Viewed front his side of the ease Mr. Allen Made a very able ellen to secure a conviction, but he scented to realize that the evidpnee was agalumt him.

At the conclusion of the prosecuting attorney'e speech Judge Itioore de. livered hit Instructions to the Jury. Ile explained the alerted grades et the crline of murder arid just hat constituted the difference be- ''tween them. The court's instructions were of the retreat arid most impartial character, favoring neither the prosecution nor tilt; defense. In reviewing the evidenceJudge Moore xpikined a number of points on which the Jury might differ no their 'opinions.
